Now Accepting Self-Certification Forms for Statutory Exceptions to the Single Parcel Rule
DPU regulations limit net metering to a single facility per parcel of land,
interconnected with the electric distribution system at a single point, behind a single
meter.
In response to the Statutory Exceptions to the Single Parcel Rule laid out in the 2022
legislation, “An Act Driving Clean Energy and Offshore Wind,” the Department implemented
regulations (D.P.U 23-20) which provide specific instances in which Host Customers can
submit a Self-Certification Form to certify their eligibility apply for an exception to
enable multiple facilities on a single parcel to net meter.
Form Submission Overview
- Net metering Host Customers (i.e., the utility’s
customer
of record) or their representative may submit a Self-Certification Form which
demonstrates their eligibility for one or more of the exceptions.
- Host Customers may indicate that they are eligible for
multiple Exceptions, as long as all Facilities on the Form meet the requirements for
all
Exceptions sought.
- Host Customers seeking Statutory Exceptions which require demonstration that
the
Host Customer or property owner is a public entity will need a DPU Public
Entity
ID to submit a Self-Certification Form.
- There is a non-refundable fee of $750.
Multiple facilities on the same parcel may apply using a single Form, allowing Host
Customers the opportunity to share the cost of the fee. So long as each Host
Customer
completes the certifications, acknowledgements, and signature sections of the Form,
a
single Form containing multiple facilities on the same parcel belonging to multiple
Host
Customers shall be a valid means to claim a Statutory Exception.
- Once submitted to the Reviewer, the review process may
take up to 15 business days. If information is missing or if additional information
is
required, the Reviewer will reach out to the Point of Contact within the 15-day
review
period at which point the Point of Contact will have up to 15 days to respond with
the
requested information. After a determination is made, a notice will be sent via
email to
the Point of Contact and Host Customer(s) associated with the Form.
Multiple Technologies Blanket Exception
- Additionally, in D.P.U. 17-22-A, the DPU approved 2
blanket exceptions, which allow for more than one net metering facility per parcel
of
land, if the applicants meet specific criteria.
- The Rooftop Cap Exempt Blanket Exception has been
discontinued per the Department’s order in D.P.U. 23-20. However, the Multiple
Technologies Blanket Exception is still active, and participants can still apply for
a
net metering multiple technologies blanket exception.
